In Hostage Negotiator, players assume the role of a law enforcement agent tasked with negotiating the release of hostages held by a determined captor.

Each turn in the game simulates a conversation between the player and the hostage taker. Through card play and dice rolling, players aim to accumulate conversation points, reduce threat levels, and secure the safe release of hostages. Hostage Negotiator employs a distinctive "hand-building" mechanism that directly places purchased cards in hand for immediate use on the next turn, distinguishing it from traditional deck-building games.

Hostage Negotiator presents players with multiple strategic paths to success, while the captor has their own agenda. Players must decide whether to employ tactics to calm the captor for a peaceful surrender or delay action before executing a tactical extraction by their team. How many hostages will be saved hinges on these compelling decisions throughout gameplay.
